Or, second, can Manitoba be understood to have developed its own, provincial rule of recognition (with different criteria), such that it did pass valid laws between 1890 and 1985? Notice that on the first possibility Manitoba did not have law, while on the second possibility it did. Evaluate both possible views, then offer, with a reasoned opinion, which view you think is correct.
